Money Follows the Person (MFP) has freed over 91,000 disabled people from institutions. MFP was enacted in 2005 with strong bipartisan support, and it’s one of the longest running, most successful Medicaid demonstrations. Since it started, 44 states have participated and worked to improve access to home and community based services (HCBS).
Funding for MFP will expire at the end of December, but for the first time ever, Congress has introduced bipartisan legislation to permanently reauthorize MFP! Permanent reauthorization and funding is critical to ensure sustainability of the program; but time is running out! MFP is only funded through the end of December 2019, and without funding additional states will continue to shutter their programs.
Take Action! Participate in the National Call-In Day! NCIL and other national disability rights organizations are hosting a call-in day on Monday, December 16. Call your Representative and Senators and tell them to support permanent funding of MFP!

Regional Coordinating Council

DRMAC’s annual meeting and our Regional Coordinating Council meeting will be held back-to-back this December and it’s something you don’t want to miss! Join us on Tuesday, December 17th at the Forney Transportation museum to learn about what DRMAC has achieved in 2019, to hear about who is being affected by technological advancements in transportation, and to hear from first-rate speakers on this subject.
The Annual Members’ Meeting will begin at noon on the 17th. This portion od the day is reserved for DRMAC members only, but remember, it’s never too late to join up. There will be a lunch provided to those who RSVP to the meeting; you can send your response to Carol Buchanan (cbuchanan@drmac-co.org) until December 9th at noon. While enjoying refreshments DRMAC will discuss 2019 highlights and future plans. There will also be a board election during this time.
Beginning at 1:30, all are welcome to join in on the Regional Coordinating Council meeting. The question being discussed is “Who is Affected By Advancements in Transit Technology?” To give answers to this subject are Elizabeth Garner, State Demographer’s Office; Doug Rex, Denver Regional Council of Governments; Sophie Shulman, Colorado Department of Transportation; and Teague Kirkpatrick, RouteMatch. Please sit in on this pivotal session.

This was the second kickoff meeting, with the new structure and aims of PCTC. PCTC efforts are to improve Non-Emergent Medical Transportation. In attendance, there were representatives of various community agencies, seeing how they can contribute to the mission of the coalition. The aim is to first have a Transportation Community Centered Board, comprised of stake holders, providers, etc. The committee would be the point of contact for complaints about NEMT transportation in the 9 transportation region areas. There have been complaints of long wait times for scheduling of rides and pick-ups for riders. In addition, there have been shared rides by providers causing some people to be shuffled across town, thus missing appointments. This has particularly been happening in Telluride.
Secondly, the aim of the coalition is to put the experiences of the riders into numbers, statistics, so they can see the areas needed for improvement. i,e., number of riders, wait time, complaints, etc. The way to get these two things is through the Colorado Department of Healthcare Policy & Financing (HCPF). Aim is to have the Transportation Centered Community Board in place by March 2020.
Krystin Trustman presented the DRMAC (Denver Regional Mobility Access Council) Getting There Guide, a transportation resource on transportation in the Denver Metro Area.
- The Guide is published annually in five languages.
- It lists different transportation options including RTD fixed route service and rides by appointment using private providers.
- It’s available in PDF form on the DRMAC website – drmac-co.org and on the rides-DRMAC app.
Dawn Howard with CCDC (Colorado Cross-Disability Coalition) talked about the importance of the 2020 Census.
- The Census will be available on-line, by mail and in person starting in March 2020. It is completely Section 508 compliant and can be used with screen-readers.
- Each person identified in the census equals approximately $2,300/yr for governmental services like Medicaid, SNAP and TANF.
DCPD created a PSA for Adaptive Recreation in the City of Denver,
Employment in the City is re-writing the letter they distribute to potential employers emphasizing competitive and meaningful employment for people with disabilities to improve the types and levels of jobs employers post.
The next meeting is Tuesday, February 4th, 2020 at the Denver Museum of Nature & Science, Studio 106.

- Met with RTD Board members who represent Jefferson County
- Discussed how we can support RTD in meeting the needs of the public. Focused on three themes:
- Use of paratransit dollars more efficiently
- Provide more fixed route service
- Policy change
- The discussions led to council agency (Lakewood Rides) accepted by RTD to be a part of the Reimagine RTD Technical committee
- Council continues to work alongside community partners such as the West Corridor TMA and DRMAC connecting metro-wide transportation.
